2–DAY TRAINING PROGRAMME AT LUDHIANA ON RTI ACT-2005 STARTS -RTI ACT IS AN IMPORTANT TOOL TO EMPOWER THE PEOPLE IN A DEMOCRACY-ADC SANDHU

Ludhiana - Mahatma Gandhi State Institute of Public Administration Punjab (MGSIPA), Regional Centre, Patiala organized a two-day RTI training programme for Public Information Officers (PIOs) and Assistant Public Information Officers (APIOs) under Right to Information Act, 2005 here today. About 35 officers/officials of different ranks of various departments of District administration are taking part in this programme.
            The Training Programme which has been sponsored by Department of Personnel and Training (DoPT) Govt. of India aims to sensitise the concerned officers about the Act and also to make them aware about the latest developments based on the judgments of the Central / State Information Commission and Hon'ble Courts.  
            Mr. Iqbal Singh Sandhu, Additional Deputy Commissioner (General) Ludhiana while launching the programme, said that the RTI Act is an important tool to empower the people in a democracy, besides bringing about transparency and accountability in administration at all levels. He encouraged the officers to update their knowledge about this Act on the basis of tips given by the RTI experts in this 2-days programme. He complimented the MGSIPA Administration for organizing the event and reorient the skills of officers of District Administration about the provisions of the RTI Act. 
            Sh. Jarnail Singh, Course Director (RTI) MGSIPA Chandigarh while highlighting the importance of RTI Act, 2005 training programmes, said that this is a pro-people act and the MGSIPA organizes such programmes in all the districts to generate awareness about the features of this significant Act. He said that the Institute organizes over 200 programmes every year on various subject like RTI, Sevottom, Office Procedures, Civil Service Rules, Financial Management, Soft Skills & etc. besides proving consultancy, publications and dissemination of ideas/information in an integrated manner. A pool of resource persons, experts, of eminence in various disciplines are associated with training programmes.
            Dr. Paramjit Singh, Professor, Law Dept., Punjabi University Patiala gave a detailed account of salient features and over all view of the Act. Sh. DC Gupta, IDAS (Retd.) another RTI expert gave well-structured presentation on RTI Act and gave detailed information on issues like Suo-Moto Disclosure of Information of Public Authority. Sh. Puran Chand Arora, Senior Advocate gave an impressive talk on the various provisions of the Act including exemptions from disclosures and constitution of state information commission and terms & conditions about their appointment.
            Tomorrow, on the second day the RTI experts Dr. SK Dogra, Assistant Professor of Law, P.U. Regional Campus Ludhiana and Sh. Yashpaul Manvi, Assistant Director, Punjab School Education Dept. will deliver their lectures and presentations in the training programme.
            Sh. Amarjeet Singh Sodhi, Project Coordinator, MGSIPA, Regional Centre, Patiala gave introduction of the training programme and concluded discussion among the participants in the afternoon.
            Senior Officers of the District Administration Ms. Savita, District Revenue Officer, Ludhiana, Sh. Prabhdeep Singh, District Public Relation Officer Ludhiana, Tehsildars & Block Development & Panchayat Officers attended the programme.
